Schemes of Rural Development    

Creation of infrastructural facilities in rural areas through its two plan Schemes :

Plan Budgeted Activities

Two plan schemes are being implemented by the office of the PD(RD):-

1. Integrated Development of Rural Villeges/ Delhi Rural Development Board
2. Min Master Plan (MMP)

Under the plan scheme

(i) Under IDRV / Delhi Rural Development Board following works are undertaken:-

        A. Construction of approach roads
        B. Construction of link roads
        C. Development of ponds in rural villages
        D. Development of parks, vyayamshalas in rural villages
        E. Development of cremation grounds
        F. Development of play grounds
        G. Fenching of Gaon Sabha land
        H. Construction of drainage mainly to protect rural areas from flooding and other need baised works.

Under the plan scheme

(ii) Mini Master Plan Repair & Maintenance of Multipurpose Community Centres (MPCCs) under the plan scheme.

The salary of the staff of Rural Development Department and security staff & caretakers of MPCCs etc is given under this head. Repair of MPCCs is also carried out under the schemes.

For the annual plan 2012-13, Budget Estimate of Rs. 150.00 crores for IDRV Scheme and Rs. 2.20 crores is kept for Mini Master Plan Scheme.

The developmental works to be undertaken by the office of the PD(RD) are initiated with the request of MLA concerned depending upon the requirement of local people who requests Hon’ble Minister of Development for getting a particular work done and office of MOD forward the letter to the office of the PD(RD) and the office of the PD(RD) after a thorough examination request CE(I&FC) to get the estimate prepared. After getting the estimate, office of the PD(RD) forward the same to DC concerned for his comments and as soon as comments of DC concerned are received project proposal is placed before Development Commissioner for approval for placing before Delhi Rural Development Board . After the approval of DRDB, AA&ES is conveyed by the office of the PD(RD) to the executing agency.

Executing agency after receiving AA & ES inspect the site alongwith Revenue Staff which may take 1 week. Than detailed estimates are prepared which may take another 1 week. After preparation of detailed estimates technical sanctions of estimates are issued by executing agency which may take two weeks. Than NIT (Notice Inviting Tender) are prepared and approved which may take 10 days and in the last tenders are finalized and work is awarded which may take 60 days.

Works relating to developments of water bodies are also taken up under IDRV. The major development which this department has contributed towards is the development of 476 waterbodies. The development of waterbodies is aimed to raise the watertable of Delhi. For speedy development of waterbodies for following works are undertaken:-

1.    removal of dirty water
2.    desilting
3.    deepening
4.    a survey of catchment area to include proposals for removal of obstructions which have developed over a period of time on the natural channels carrying rain water to the waterbody.
5.    proposals to block those channels which bring dirty water/ sewerage from the house sites
6.    boundary walls to protect the pond from encroachment with adequate opening for entry of rain water
7.    pedestrian way around boundary wall
8.    greening by way of plantation of appropriate trees etc.
9.    any other item relevant to a particular field situation.
