The details of terms & conditions, eligibility criteria, topics of training
Beside notice of Expression of Interest, the other terms & conditions are as under:-

1.    The Delhi State Horticulture Mission Society invites Expression of Interest from Central / State Govt. or their undertakings, agricultural university, education / research institute, co-operative, agencies, registered firm, company, NGO, service provides etc. registered in Delhi for selection of Training Agency (s) for providing trainings on different subject of horticultural activity to field supervisors, staff, farmers, entrepreneurs etc. for Development of Human Resources.
2.    The proposed topics of quality training are as under:-
 
     
i.    Cultivation of vegetables, fruits, medicinal, spices etc., under open as well as under controlled Climatic Conditions.
ii.    Cultivation of exotic vegetables, low volume & high value crops including mushroom.
iii.    Promotion of Post Harvesting Technology, pack houses etc.
iv.    Multiplication of planting material including Tissue Culture propagation.
v.    Promotion of Organic Farming and its certification, marketing etc.
vi.    Development and challenges coming due to globalization & W.T.O.
vii.    Any other activities which involve promotion of Horticultural activity in Delhi.
3.    The training in non-residential basis and duration of training would be ranging from one, two or three days, one week or two weeks.
4.    During training two tea / coffee with biscuits and lunch during lunch period to be provided.
5.    In case, the training venue is outside of local limit of NCT Delhi but within National Capital Region (i.e. Noida, Faridabad, Gurgoan etc.) transport facility for picking-up as well as dropping back from 2 or 3 convenient points to be provided. Also transport facility in case of visit to other Institute or field during training to be arranged.
6.    Providing pen, pad, one folder or hand bag and literature related to training during each trainings.
7.    The training schedule is to be organized in consultation with Deptt. and number of trainees would be in a batch of 15 to 20 persons.
8.    The Expression of Interest must be sent/delivered in sealed Envelope subscribed ;Expression of Interest for Training HRD” in the office of Joint Director (Agri.), Govt. of Delhi, 11;SUP;th SUP Floor, MSO Building, I.P. Estate, New Delhi-110002 latest by 15.10.2008 upto 2.00 PM and to be opened by a committee at 3.00 PM on the same day at Dev. Deptt. (HQ) in presence of bidders or their representative. Department will not be responsible for any postal or other delay that may be caused in receiving the Expression of Interest in this office.
9.    Earnest money of Rs. 25,000/- (Rs. Twenty Five Thousand) only, payable through Demand Draft of any scheduled Bank in favour of Member Secretary, DSHMS, New Delhi-110002, shall be submitted alongwith EOI. However, the Govt., Govt. undertakings, State Agriculture University and Co-operative are exempted for submission of earnest money. Proposal not accompanied with earnest money shall be summarily rejected.
10.    The interested bidders must have their functional office in NCT of Delhi or in the NCR region. The bidders should submit the following documents / details in support of the their eligibility for EOI:-
     
i.    Status of the firms and profile of the firm
ii.    List of similar trainings/HRD activities undertaken during last three years with name of concerned agency.
iii.    Details of technical staff on subjects available with them and brief a C.V. of principal official/consultant.
iv.    Copy of Income Tax Return and Annual Turnover of last three years.
11.    The payment of 75% of total amount would be made before commencement of training and balance 25% after completion of training.
12.    The tenders must be submitted on prescribed Tender Format (available on download) and firm should be registered where ever applicable. Nothing extra would be payable except quotation rates.
13.    All type of taxes, charges must be indicated and no charges are payable unless specified in the bid.
14.    Over writing / cutting should be avoided and be attested, if any.
15.    Any criteria, conditions or desired information in not relevant with bidder due to nature of their origination, it may be specifically indicated.
16.    In case the Govt. suffers any loss due to non-completion of the training in accordance with the schedule / orders and within stipulated period, this office reserves the right to file a suit in the court of law and to recover the damage amount on this accounts.
17.    If the last date for receiving EOI proposal is declared a holiday due to unexpected reasons, next working day will be date for drop of tenders as well as opening at scheduled time.
18.    The Secretary and Commissioner (Dev.), reserves the right to reject any or all the tenders without assigning any reason, thereof.
19.    In case of any disputes, the decision of worthy Secretary and Commissioner (Dev.), Govt. of Delhi shall be final and binding to all.
20.    All disputes if any, shall be subject to Delhi jurisdiction only.
